The article highlights the experience of Mykolayiv In-Service Teachers Training Institute regarding the development and implementation of complex resources-databases for enrolling and accounting of advanced courses students. Different interpretations of the «database» and «database management system» concepts are analyzed. The structure of the application «Database of pedagogical staff of the general secondary and preschool education in Mykolaiv region» developed in 2012, is presented. In response to the significant increase of the number of teachers updating their qualifications at the Mykolayiv In-Service Teachers Training Institute, the authors designed a conceptually new approach to database operating. And as a result appeared the creation of a integrated tool «Registration Platform» and its updated model - the "E-PPO" platform. This platform has optimized the time for working with a quantities of information for curators and teachers, it has simplified the procedure for pre-registration for advanced training courses. The platform accounts for teachers certificates obtained, and opens up the possibility to effectively adjust the load within the course period for all stakeholders of educational services. The authors have demonstrated the software tools used by product developers and the measures taken to optimize the server environment. The steps for the implementation of the «all-in-one» concept are outlined: registration, training, accounting and obtaining a document within the «E-PPO» platform.
